How to Respond to a Large-Scale Crisis: A Level 2 Stress Test within the AGILE Project (Horizon Europe)

On 27 October 2026, a Level 2 Stress Test was held within the AGILE project. The team had spent several months preparing for it, adapting the materials to the Ukrainian context and adding examples based on the scenario.
During the facilitated sessions, participants structured the problem and identified objectives, vulnerabilities and possible response measures. They also worked with a decision-making table and analysed dependencies between decisions. One exercise focused on mapping critical infrastructure components. Participants identified the links between them and considered possible cascading effects if individual components or interconnected chains failed.
The Stress Test brought together representatives from various organisations, including the State Emergency Service of Ukraine, the Institute for Scientific Research on Civil Protection at the National University of Civil Protection of Ukraine, the energy sector, the State Service of Special Communications and Information Protection of Ukraine, the cultural sector and cultural heritage specialists, the Ministry of Energy of Ukraine, and a mobile network operator.
Given the current situation in Ukraine, including prolonged and frequent air raid alerts, the Stress Test was held in a shelter.
We would like to express our sincere thanks to the project coordinators, Gordana Cveljo and Rabea Schulz, and to the developers of the Level 2 Stress Test methodology, Ali Cheshomi and Nazli Aydin, for their continued support, assistance and professional guidance throughout the preparation and delivery of the Stress Test.

We also thank all participants for their active engagement, expert feedback and willingness to share their experience.
